MARGARITA MOSQUERA

Managing Director

Mrs. Margarita Mosquera joined Ad Astra in June 2023, with a master’s in architecture and over 20 years of experience as a Project manager and strategic executive consultant managing federal funds, with emphasis in Disaster Recovery. She served multiple roles at Puerto Rico’s Central Office of Recovery, Reconstruction and Resiliency (COR3), where she was part of the island’s recovery after Hurricanes Irma, María, Fiona, a series of Earthquakes and the Covid- 19 Pandemic. A role that culminated in 2023 as the Deputy Executive Director, where she played a significant role in creating and developing the office’s operational structure to respond to the mission and vision as established by the Governor. As the Deputy Executive Director, she played a crucial role in ensuring effective utilization of funds and compliance with grant requirements. Some of her responsibilities were: grants development and coordination, sub-grant management, research and resource mobilization, collaboration and communication at different levels including government officials and press, contract negotiations, and coordinating and providing and technical assistance to all stakeholders. In 2021, she was appointed State Hazard Mitigation Officer (SHMO) and Alternate Governor’s Representative for Puerto Rico (Alt. GAR.)

Mrs. Mosquera holds a master’s degree in architecture and Community Design from the University of South Florida, Tampa. Her prior experience includes working as the Assistant Secretary for Innovation Projects in the Department of Economic Development and Commerce of Puerto Rico (DDEC). There she had the opportunity to work on infrastructure projects, as identified by the DDEC’s Secretary. She also Worked at Innovative Solutions assisting with the design and development of software and customized digital solutions for program implementation. While working in CSA Architects and Engineers, she managed American Recovery & Reinvestment Act funds (ARRA) for the Puerto Rico Department of Education, the Department of Housing, and the University of Puerto Rico. She launched her career as an Architect at Atkins Global, formerly known as PBS&J, Tampa headquarters. Most of her construction/design experience is in the aviation field, including but not limited to Air Traffic Control Towers (ACTC), Airport Rescue Firefighter Facilities (ARFF), and terminal support buildings. Her project management skills and graphic abilities for communicating ideas have proven to be a great asset for program development, implementation oversight, process development and improvement, and establishing performance metrics, designing system/platform to monitor progress, and ensure compliance, and responses to federal audits. In 2019, she became a trainee in Green Belt in Lean Six Sigma. Throughout her career, Margarita has been affiliated with Sigma Lambda Gamma Sorority Inc., and Habitat of Humanity. “Because of what we experienced during Hurricane Maria, it is a humbling experience to be a part of the reconstruction endeavor and for this, I am grateful.” “As an architect you design for the present, with an awareness of the past, for a future which is essentially unknown.” – Norman Foster
