Javier Camayd joined the Ad Astra team in March 2024 with a is a professional background in the architecture industry with vast experience in disaster recovery, grants, and program management leading large teams.

He has successfully spearheaded in the private and public sectors with multiple achievements among increases in performance and substantial obligations amounts, including hundreds of projects within municipalities and utility companies with funding amounts surpassing of 1.2B As Program Manager and PRCI Manager in IEM, Javier was part of the leadership leading a team of 164 employees in executing the FEMA PA project formulation process and reimbursement for Puerto Rico's electrical grid. Under his leadership the team implemented federal funding strategies and worked on recovery efforts related to Hurricanes Maria and Fiona with close contact with stakeholders’ senior leadership and ensured effective communication with all parties to maintain alignment with projects expectations of deliverables. As part of his public sector experience, Javier worked in COR3 as Project Development Municipalities Director to lead the planning and implementation of the Public Assistance Program and Executive Director’s strategic goals for the Municipalities Sector. Overseeing the project development of the 78 municipalities, maintaining contact with the cub recipients with relevant information, and looking after the delivery of programmatic deadlines, record keeping as well as individual specific assignments to recover close to 4B in obligations.

Currently Javier is Managing Director in Ad Astra working with the Puerto Rico Broadband Team to support on implementation of the five grants funding the broadband program.
