Luis Antonio joined the Ad Astra team in November 2021, during his senior year of the Joint Program of the University of Puerto Rico, graduating with a Master’s in Public Administration (MPA) with a specialty in Government and Public Policy and a Juris Doctor (JD). Previously, Luis Antonio stood out in different managing roles, including Operations Specialist, Business and Training Manager & Assistant Operation Manager for Gap Inc., where he was responsible for business planning, staff development, and customer operations. He was responsible for driving profitable sales growth through the execution of business strategy, achieving and exceeding performance goals.

During the past few years, Luis has provided services to both the public and private sector, primarily on gran management assistance through pre-award, award, and post-award stages. Thus, he has developed grant proposal specimens as per federal program goals, guidelines, funding details, the application process, and eligibility criteria, while leveling Client needs, capabilities, and implementation requests. Due to his focus on compliance and performance standards readiness, he has assisted in the creation of required policies and procedures, assessed reporting requirements, and reviewed reports, contracts, invoices, and supplementary documentation pursuing adherence to Federal Uniform Guidance, Federal and local laws, and regulations, with the reasonable standards in the lead. Furthermore, has assisted in the identification of possible penalties and program deficiencies in critical compliance areas, developing reports on findings and recommendations.
